Pembroke Man Sent To State Prison On Child Porn Dissemination Charges

BROCKTON – A Pembroke man who created child sexual assault visual material and then disseminated it via X has been sentenced to state prison, Plymouth County District Attorney Timothy J. Cruz has announced.

Today in Brockton Superior Court, Matthew Quinn, 19, pleaded guilty to one count each of Possession of Visual Material of a Child Depicted in Sexual Conduct, Dissemination of Visual Material of a Child in a State of Nudity, Indecent Assault and Battery on a Child Under the Age of 14, Photographing, Videotaping, or Electronically Surveilling Partially Nude or Nude Person or the Sexual or Other Intimate Parts of a Person around the Person’s Clothing, and Posing or Exhibiting Child in State of Nudity or Sexual Conduct. The Commonwealth recommended that Quinn serve 10 to 10 years and one day, followed by probation with conditions that Quinn register as a sex offender and comply with the state Sex Offender Registry Board, stay away and have no contact with the victim or children under 16, that he undergo mental health and sex offender screenings, and that Probation monitor Quinn’s electronic devices.

Judge Christopher Belezos sentenced Quinn to serve 4-5 years in state prison followed by 5 years of probation and adopted the Commonwealth’s conditions, adding that Quinn remain free from marijuana and take part in random screens.

On January 9, 2025, the MSP Internet Crimes Against Children (ICAC) received a CyberTip dated 12/29/24, that X (formerly Twitter) submitted to the National Center for Missing & Exploited Children (NCMEC), and an investigation commenced. That CyberTip indicated that child sexual abuse materials (CSAM) were disseminated, and it provided an IP address for the X account. The CyberTip also indicated that the suspected CSAM appeared to be newly created material. Investigators sought an emergency administrative subpoena for that device’s IP address, and identified a user and physical address of 92 School Street in Pembroke.

MSP investigators viewed the suspected CSAM files provided by the CyberTip and determined that the files constituted child pornography in violation of Massachusetts law. They sought an obtained an arrest warrant, and he was taken into custody on January 10, 2025.

Investigators interviewed Quinn who admitted to taking a photo and video of the 10 year-old victim, including a video of himself committing a sex act upon the minor victim.

“Our office values our strong working relationship with the online experts assigned to the Massachusetts State Police Cyber Crime Unit,” DA Cruz said. “The swift way investigators moved forward on this case put a dangerous man in state prison, and most importantly, prevented further abuse of this victim, and potential others.”

Assistant District Attorney Vanessa Madge prosecuted this case, which was investigated by the Massachusetts State Police Cyber Crime/Internet Crimes Against Children Unit, NCMEC, and Pembroke Police Department.
