New York Man Indicted In Organized Retail Crime Case

BROCKTON – Two women have been indicted in connection with an organized retail crime ring that stole merchandise from stores across the Commonwealth, Plymouth County District Attorney Timothy J. Cruz has announced.

Johana Margarita Luis Quispe, 34, and Brenda Ampudia Tocto, 28, were indicted by a grand jury in Plymouth County Superior Court on one count each of Aggravated Organized Retail Crime and Larceny Over $1200.

Quispe pleaded not guilty to related charges in Brockton District Court in November 2024 and was ordered held on $100,000 cash bail with the condition that she surrender her passport. Tocto was arrested in Ohio in January for criminal acts related to stolen property.

While charges related to organized retail crime in today’s indictments encompass alleged thefts in Plymouth, Norfolk, Middlesex and Bristol counties which saw thousands of dollars stolen from retailers throughout the Commonwealth, the PCDAO’s involvement in this case started following an investigation into a coordinated incident last August in the town of Plymouth.

On August 31, 2024, Plymouth Police were dispatched to the Ulta Beauty store at Colony Place for a report of a larceny from the store. The manager of the store reported that two females and a male entered the stole and together allegedly stole 34 individual bottles of fragrance totaling approximately $1,443.72. Two individuals were picked up on Ulta security cameras entering the store and walking over to the fragrance/bath section of the store. They then began to place different bottles of perfume into their bag. The pair put the items in specially lined bags to thwart theft detectors at the store.

Quispe and Tocto will be arraigned in Superior Court at a later date.
