POSITION TITLE: Finance Specialist STATUS: Exempt
REPORTS TO: Chief Financial Officer SUPERVISES: N/A
SUMMARY:
The Finance Specialist will work independently with other finance team members to support the staff of the DA’s Office. Under the supervision of the Chief Financial Officer, the Finance Specialist will be responsible for a variety of finance duties – including but not limited to, procurement of goods and services; contract management; coordinating with the State Police representative regarding financial matters; fund accounting; checking account and bank review and reconciliation; and any other finance projects/duties as required.
QUALIFICATIONS:
- Two years of full time professional experience in accounting or finance or at least two years of part time experience plus a bachelor’s degree
- One to two years of procurement experience
- Experience handling fund deposits and tracking/reconciling revenue receipts
- Experience with checking accounts and bank reconciliations
- Effective communication skills – both verbal and written
- Detail oriented, especially as pertains to numbers and formulas
- Ability to maintain a high level of confidentiality and maturity in handling sensitive matters
- Proficient with multiple applications, including Excel, Word, Quicken, Outlook, Access
- Ability to prioritize time sensitive matters and ensure all deadlines are met
- Self-starter with the following attributes: sharp attention to detail, ability to exercise discretion with confidential information, ability to contribute and work as part of a team, positive attitude and willingness to learn new applications and adapt to new guidelines as needed
- High school diploma or equivalent required
- Commonwealth of MA finance experience preferred
- Knowledge of the Commonwealth’s accounting system (MMARS) preferred
- Knowledge of the Commonwealth’s payroll system (HRCMS) and cost accounting system (LCM) preferred
- Knowledge of the Commonwealth’s purchasing system (COMMBUYS) preferred
- Dynacash experience preferred
DUTIES AND RESPONSIBILITIES:
- Receive and process staff requests for goods/services, following all agency guidelines and state finance law and regulations
- Receive and process all employee travel arrangements
- Process state police overtime payments after review and reconciliation with bill
- Issue checks and balance checkbook
- Track all electronic funds payments to agency account
- Perform liaison role between vendors and accounts payable
- Review and process employee travel reimbursement requests through the state payroll system
- Verify funds availability and track spending trends in travel and overtime account
- Review banking information and reconcile accounts
- Monitor spending and notify CFO of any transfers, corrections to be processed
- Process all activity regarding the agency advance account
- Assist with the budgetary closeout at fiscal year-end
- General administrative duties to include, filing, faxing, photocopying, customer service and other support functions as needed
- Provide backup support and assistance to the other members of the finance department
- Attends meeting and trainings as required
- Performs any other duty that may be requested by the District Attorney or his designee
Salary: $50,000-$65,000 Depending on experience.
