Previously Unidentified Third Suspect Arrested And Arraigned For Role In Fatal July 2024 Shooting

BROCKTON – A previously unidentified third suspect in a fatal Brockton shooting last year was arraigned today following investigative breakthroughs that led to his arrest, Plymouth County District Attorney Timothy J. Cruz has announced.

Victor Oliveira, 22, was arrested at his home in Brockton yesterday without incident. He was arraigned this morning in Brockton District Court on charges of First-Degree Murder, Carrying a Firearm Without a License, Carrying a Loaded Firearm Without a License, Assault & Battery with a Dangerous Weapon, Possessing Ammunition Without a Firearm Identification Card, and Discharging a Firearm Within 500 Feet of a Building. Oliviera was held in custody without bail.

Co-defendants Govanni Carapinha, 25, and Marcus Miranda, 21, were arraigned on related charges in August and are both held in custody without bail.

On Wednesday, July 24, 2024, at approximately 11:51 p.m., Brockton Police received 911 calls for a shooting that occurred near a residence on Vesey Street. Brockton Police responded to the scene and located a male victim — identified as 22-year-old Romualdy Pierre-Charles — who had been shot several times in the rear of the residence. Pierre-Charles was pronounced deceased by medical personnel on scene.

Brockton Police contacted Massachusetts State Police and an investigation commenced. A review of nearby surveillance video showed three individuals wearing black clothing approach the home on Vesey Street prior to the shooting. Eleven projectiles were retrieved from the victim, and police located numerous shell casings at the scene. During the shooting, Carapinha was wounded in the leg. Miranda and a then unidentified male — now identified as Oliveira — helped Carapinha into a gray Infiniti motor vehicle and drove him from the murder scene in Brockton to Boston Medical Center. Carapinha was seen on BMC surveillance video being wheelchaired into the hospital by Miranda and Oliveira.

            Law enforcement identified Oliveira as a possible suspect in the fatal shooting, and were able to arrest him following a positive match between a fingerprint left on the Infiniti used during the incident and Oliveira’s fingerprint.

            Oliveira is next scheduled to appear in court on February 12 for a pre-trial conference.
