Operation Second Chance Wiretap Investigation leads to 14 Arrests

Firearm, Fentanyl, Heroin, Cocaine, Cash Seized

BROCKTON – Plymouth County District Attorney Timothy J. Cruz has announced that a total of 14 people have been charged for their roles in with running a drug distribution operation out of the City of Brockton.

Today’s arrests follow a lengthy investigation that began in January into the distribution of narcotics within the City of Brockton and Plymouth County. As a result of that investigation, this past September, State Police Detectives assigned to the Plymouth County District Attorney’s Office sought and obtained a warrant to intercept the telephone communications of members of a narcotics operation that was operating out of Brockton. Based on information developed as part of the wiretap, the investigation focused on 43-year-old Jesus Silva-Santiago and 49-year-old Daniel Sweeting, both of Brockton, among others.

“Today’s arrests are sure to have a positive effect on the quality of life within the City of Brockton,” DA Cruz said. “State Police are to be commended on their diligent work on this lengthy investigation and the joint effort put forth today by local and federal law enforcement.”

As part of Operation Second Chance, at 5 am this morning, nearly 100 members of law enforcement including State Police assigned to the Office of District Attorney Timothy Cruz, Attorney General Maura Healey’s Office, Brockton Police, DEA, the Massachusetts National Guard Counter Drug Unit, State Police Gang and Fugitive Units, Special Operations and K-9 Units, State Fire Marshal’s Office and the Plymouth County Sheriff’s Department, simultaneously executed search warrants on five locations in Brockton and one location in Ashland. As a result, 12 people were arrested today and police seized 1,500 grams of suspected Fentanyl, a .9 mm firearm with a defaced serial number and approximately $10,000 in cash.

The following defendants were arrested as part of Operation Second Chance and arraigned today in Brockton District Court:

  • Jesus Silva-Santiago (DOB: 09/20/74) of Brockton, arrested and arraigned on one count each of Unlawful Carrying of a Firearm, Defaced Serial Number on a Firearm, Trafficking in Fentanyl over 200 grams and five counts of Conspiracy to Violate the Controlled Substance Act
  • Daniel Sweeting (DOB: 05/09/68) of Brockton, arrested and arraigned on one count each Trafficking in Fentanyl, Conspiracy to Violate the Controlled Substance Act
  • Benito Rodriguez (DOB: 01/22/76) of Brockton, arrested and arraigned on warrants for Conspiracy to Violate the Controlled Substance Act
  • Jose Santiago (DOB: 06/23/70) of Ashland, arrested and arraigned on one count each of Unlawful Carrying of a Firearm, Felon in Possession of a Firearm, Receiving a Firearm with Defaced Serial Numbers, Unlawful Possession of Ammunition and Conspiracy to Violate the Controlled Substance Act
  • Jodi Katzeff (DOB: 12/27/82) of Stoughton, arrested and arraigned on a warrant for Conspiracy to Violate the Controlled Substance Act
  • Marilyn DeJesus (DOB: 10/17/75) of Brockton, arrested and arraigned on three counts of Trafficking in Fentanyl, Conspiracy to Violate the Controlled Substance Act and a warrant to Violate the Controlled Substance Act
  • Alexis DeJesus (DOB: 09/04/77) of Brockton, arrested and arraigned on one count each of Trafficking in Fentanyl and Conspiracy to Violate the Controlled Substance Act
  • David Gonzalez (DOB: 01/10/70) of Brockton, arrested and arraigned on one count each of Possession of Class B Fentanyl and a warrant for Conspiracy to Violate the Controlled Substance Act
  • Michael Deyoung (DOB: 11/08/55) of Brockton, arrested and arraigned on a warrant for Conspiracy to Violate the Controlled Substance Act
  • Ashley Swan (DOB: 12/12/83) of Brockton, arrested and arraigned on a warrant for Conspiracy to Violate the Controlled Substance Act
  • Michael Lambert (DOB: 07/08/74) of Brockton, arrested and arraigned on a warrant for Conspiracy to Violate the Controlled Substance Act
  • John Nacopoulos (DOB: 12/01/67) of Canton, arrested and arraigned on a warrant for Conspiracy to Violate the Controlled Substance Act

    Additionally, as part of the wiretap investigation, State Police developed information that two men were scheduled to deliver an amount of suspected heroin/Fentanyl to Silva-Santiago. On November 1, 2017, State Police intercepted the men in Somerville with a package containing approximately 1,393 grams of suspected heroin/Fentanyl. Ericaldo Laras (DOB: 06/08/58) and Sirilo Estevez (DOB: 05/01/54), both of Lawrence were arrested and charged with Trafficking in Heroin and/or Fentanyl and traffic violations.
